Terrorism (Protection of Premises) Act 2025

The Terrorism (Protection of Premises) Act 2025, commonly referred to as Martyn’s Law, introduces a new statutory framework intended to improve public safety and preparedness at certain publicly accessible premises and events across the United Kingdom.

The legislation places duties on those responsible for qualifying premises and events to consider the threat from terrorism and implement proportionate procedures and measures intended to reduce the risk of physical harm to members of the public in the event of an attack.

The Act establishes a tiered approach based upon the number of individuals reasonably expected to be present at premises or events from time to time. Depending upon the applicable tier, dutyholders may be required to implement and maintain public protection procedures and, for enhanced tier premises and events, additional public protection measures.

The implementation of the Act will be supported through statutory guidance and oversight by the Security Industry Authority (SIA) as regulator.
